Edgewater’s current Comprehensive Plan was adopted in 2013. It contains categories of: Vision; Land Use; Economic Development; Community Character and Design; Commercial Redevelopment; Housing; Public Services and Infrastructure; and, Community Involvement.

For this Comprehensive Plan update, we will re-evaluate of the existing plan's vision, goals, policies, research changing demographic and socio-economic conditions, review shifting economic and development trends, and identify current community goals, values and priorities for Edgewater's future.

    The Edgewater 2040 project team spoke to City Council during September 12th's City Council Business Meeting and Work Session. The meeting reviewed further information about Proposition 123 and the Comprehensive Plan's Housing Market Analysis.     From the Analysis...

    Not surprisingly, the demographics and residential market in Edgewater have seen some change as well. Gentrification, increased housing unaffordability, and other current concerns are facing the City (as well as the rest of the metro area).

    This market study examines Edgewater demographics, relevant housing changes over time, and illuminates housing issues to help inform the Comprehensive Plan updates, policies and implementation steps.

    On June 20, 2023, the name of the Comprehensive Plan and guiding principles for the plan were presented to Edgewater's City Council and Planning Commission. Throughout May and June, Community members voted on the plan name and tag line, and the guiding principles were established from the results of the Comp Plan Community Survey.

    If you voted in the first Business Spotlight Challenge, you made history by participating in a first-of-its-kind event to stir-up community engagement about the quality of life we want to enjoy in Edgewater!!

    Thank you for completing our community survey and casting your vote for one of Edgewater’s 15 participating businesses. Each put in a ton of effort, which is a testament to our amazing small business owners. In celebration of their efforts, we’d like to applaud the top five winners in the following order

    Event: Community Meal and Conversation #1 (public meeting)

    Date and Time: Thursday, May 25, 2023, 6:00 - 7:30 pm

    Location: Jefferson Jr/Sr High School (2305 Pierce St.)

    58 adults attended and were divided into twelve (12) small groups for table discussions. Nine (9) children enjoyed the event’s kid’s zone, bringing the total number of attendees to sixty-seven (67). Attendees included residents (both renters and homeowners), local business owners, and current or former municipal employees. There were nine (9) community surveys completed on-site.

    Questions: Each table was provided with the following questions to generate conversation and dialogue:

    From the survey, Equitable and diverse – everyone can be themselves and thrive here AND Welcoming – genial, small-town environment are the leading answers as the community’s top priorities. What do each of these statements mean to you? How do you experience equitable and diverse, and welcoming in our community? Is there anything missing in our community to support these priorities?”.

    The second question asked, “also from the survey, respondents indicated they support the need to address affordable housing in our community. What does ‘affordable housing’ mean to you?”

    And finally, “what one word describes the ideal future of Edgewater?”

    Community Survey Results Collected 4/10 – 5/31

    We asked community members to identify the most important priority for Edgewater to maintain over the next 20 years as it changes to meet new demographic and economic demands. Out of 545 responses:

    • 29% want Edgewater to be equitable and diverse – everyone can be themselves and thrive here.

    • 27% want Edgewater to maintain a neighborly feel – genial, smalltown environment.

    • 13% want Edgewater to have lots to do – our favorite activites and amenies are nearby.

    • 12% want Edgewater to fulfill our needs – local and nearby businesses meet our daily needs.

    • 9% want Edgewater to be healthy and safe – we care about our health and security.

    • 3% want Edgewater to be resilient – we care about our natural spaces and want to save water and energy.


    When asked if survey participants would support addressing affordable housing needs or demands in Edgewater:

    • 84% of respondents said “YES”

    • 16% of respondents said “NO”
